Electrical energy purchases represent well over 10% of total operating costs at drinking water and wastewater utilities, with a significant number of utilities in the United States having energy costs that exceed 30% of total costs.

Distributed energy resources (DERs) provide an exciting emerging opportunity for drinking water and wastewater utilities. DERs are small, dispersed gas, electricity, or heat generation or storage technologies. They are not part of the bulk electricity (or gas) systems, and are typically below 10 megawatts in capacity.
